		<description><![CDATA[Humala recently advocated giving $250m to illegal coca farmers by buying their entire supply of coca for 1 year, so that for that year and the 2 more the money would cover they could find alternate means of survival.

I don&#039;t think giving criminals, no matter how desperate, millions of dollars would go down well with most people, not that the State would effectively be buying $250m of votes for Humala. There are plenty of non-illegal non-coca growers that would like and need millions of dollars too.]]></description>

This is not an easy problem to solve. Yes, you can send planes and bomb all those coca plantations. And you can also send the military to go and kill everybody in jail (Ops! I think Gracia and Fujimori did something like that some when!), but that&#039;s not going to solve the problem (neither the coca, nor the delinquency one).
Of course, you can&#039;t either tell the world &quot;we are poor, so we&#039;re going to let coca producers do their thing...&quot;
I hope people on charge will find a better solution, one that eradicates illegal coca plantations, without &quot;eradicating&quot; the farmers.]]></description>
