		<description><![CDATA[That&#039;s questionable Cesar. I won&#039;t deny that peruvian governments one after another have failed to listen to the andean and amazonian peoples&#039; claims. But I can see that the situation is changing, slowly, but changing. Evo Morales is the other face of the coin. The way I see it, he&#039;s so focused on indigenous rights that he&#039;s losing the other half the country. Remember the referendum on departamental autonomy that won in 4 departments? A government should be about balance, and, as you can guess, that&#039;s pretty hard to achieve. Sadly, you just can&#039;t please every single person in the country. 

Call me a dreamer, but I&#039;m confident that Peru will, someday, reach that balance. Someday.]]></description>

Morales is also committed in keeping indigenous rights a central theme in his administration which was reflected by appointing Celimar Torrico Rojas, a former indigenous peasant leader, to Minister of Justice. Alan Garcia&#039;s failure to recognize the impoverished Indian majority&#039;s voice in the Amazon will stain his legacy for years to come.]]></description>
