My husband was a young boy in the 80's, but he has told me that the streets weren't anything like they are now and were virtually "empty" 2 decades ago.

He also told me that the Via Expresa didn't have as many on and off ramps as it presently has. The ramps were added (without proper traffic planning) throughout the years.

I wrote a post a few months ago and Lima's train system of Yesteryear:

Very nice article. I pray for the day that Lima gets itself untangled from the mess.

I happen to remember the 80's and while, yes, public transport wasn't immersed in today's chaos, life was not great and shiny either. You had to wait for hours to get a bus and, when it finally did come, it was so crowded you had to travel "en el estribo" (on the running board). Buses were so crowded they couldn't even close the doors. Maybe you couldn't find a street seller in the bus but not because it was forbidden, just because it was impossible to fit one more soul in the bus.
I remember the expression "viajar como sardinas" (packed like sardines) was not just an expression but a sad reality.
Today is not better. You travel well seated, yes, in an empty bus (or "combi"), but the traffic is so bad the trip will still take hours.
Problems didn't start in 1991, but in the 70s-80s. The liberalization of 1991 was not a good solution (was actually terrible in retrospective), but at least an attempt to solve an already long standing problem.
I hope "el Metropolitano" (sort of a private Enatru - the municipal bus company of the time) helps to solve today's chaos.
