The answer is easy
Seize the property and give it to any company that will start the cleanup and pay a portion of the back taxes before they are allowed to operate.
I have worked for companies that have made this offer to other countries in the past and it works very well for all.

Don’t let anyone try to fool you. Foreign corporations in Peru are only interested in maximizing their profits and have little or no concern about helping Peru achieve a better life for its people. Further, its politicians need to stop it’s long standing tradition of selling out Peru to the highest bidder. This will be increasingly difficult to accomplish while Peru slowly becomes a clone of the USA and continues to bedazzle it’s ctizens with “worthless” consumer goods imported from the West.

This man should be forced to live in a house near the sight and to eat and drink exactly what the locals do until he pays in full. What a greedy and evil man to do this to the peoples of Peru!
